Catalyzes the formation of the isocyclic ring in chlorophyll biosynthesis under oxygen- and copper-deficient conditions. Mediates the cyclase reaction, which results in the formation of divinylprotochlorophyllide (Pchlide) characteristic of all chlorophylls from magnesium-protoporphyrin IX 13-monomethyl ester (MgPMME).
